V--Vessel Atlantic Ops Physical Inspections Draft RFP

As a part of market research, The Department of the Interior (DOI) and the Marine Minerals Administration (MMA) are seeking comprehensive industry feedback on the Draft RFP for Vessel Atlantic Operations – Physical Inspections. All elements of the draft are open for comment, and we particularly welcome input on CLIN structure, insurance requirements, SCLS applicability, small business participation percentages, and evaluation criteria. We also encourage vendors to provide pricing insights for the anticipated draft Seed Task Order, including any rough order of magnitude estimates that industry believes realistic, as well as any other pricing information they may be willing to share to help our understanding of this market. We invite all interested parties to review the draft and share any recommendations that will help ensure clarity, feasibility, and competitive bidding. Please let us know if there is anything in the draft RFP that would prevent you from submitting a proposal response if it were to be official. Please remember, this is not a solicitation, and the Government is not requesting proposals at this time. Responses will not be evaluated for award and will not bind the Government or respondents. The Government will not reimburse respondents for costs associated with reviewing or responding to this draft. All portions of the draft are subject to revision before issuance of a final solicitation. The Government reserves the right to conduct one-on-one meetings with any one of the respondents to clarify submissions or gather additional market research information. The posting of this Draft RFP satisfies the pre?solicitation synopsis requirements of FAR Subpart 5.2.
